A larger public organization is establishing a new unit responsible for payroll, systems, and staffing within its HR department. During the startup phase, while waiting for a permanent unit manager to be recruited, the organization is seeking an interim manager who can ensure stability, clear leadership, and continued development of the operations.

The Assignment

As the interim Unit Manager for Payroll, Systems, and Staffing, you will be responsible for leading, organizing, and developing the newly formed unit with approximately 14 employees. The assignment includes full managerial authority and entails responsibility for planning, prioritizing, and ensuring the quality of payroll processing for the entire organization.

You will operate in a critical business phase with a high tempo, where your task is to create structure, relieve the organization, and lay the groundwork for a long-term and sustainable solution ahead of permanent appointment.

Responsibilities of the Unit

  • Ensure good internal governance, control, and efficiency in the payroll payment process, including time reporting, expenses, and scheduling

  • Be responsible for contact management and requirements towards external suppliers and collaborating authorities

  • Manage regulations and issues related to pensions, insurance, and compensation for personal and property damage

  • Be responsible for HR statistics, BESTA classification, and follow-up

  • Collaborate closely with the finance function

  • Be responsible for scheduling and staffing issues

Management and Authority

The assignment entails full managerial responsibility, including personnel responsibility, work management, prioritization of tasks, and close collaboration with the senior manager. You will represent the area in relevant internal and external forums.

Assignment Period and Workplace

The assignment is full-time and starts as soon as possible after the contract is signed. The assignment initially lasts until June 30, 2026, with the possibility of extension until December 31, 2026. The work will primarily be performed on-site in Solna, with limited opportunities for remote work by agreement.

Requirements Profile (MUST requirements)

  • Academic degree in economics, HR, personnel administration, or another equivalent relevant field

  • At least seven years of experience in payroll management and payroll systems in organizations with at least 500 employees

  • At least two years of managerial experience in a relevant area, such as payroll, pensions, or finance

  • Solid experience in systematic work with payroll-affecting events

  • Documented experience in streamlining, developing, and structuring processes within payroll and HR systems

  • Experience in developing processes for internal governance and control of payroll processes

  • Clear goal and result focus

  • Very good collaboration and relationship-building skills

  • Good communication skills in speech and writing

  • High accuracy and strong organizational skills to ensure correct payroll and compliance with regulations

  • Available for interviews during weeks 5–6, 2026

  • Available for assignment start no later than two weeks after contract signing

  • Ability to work on-site in Solna during the assignment period

References

The consultant must be able to demonstrate that all must-requirements are met through one or more reference assignments. The reference assignments must have been completed within the last five years and can refer to both consulting assignments and previous employment.

For each reference assignment, a summary must be provided, including the nature and scope of the assignment, assignment period, and contact details for the reference person.
